Drones only come out OOS if you were in the sector and all drones are outside. Then they stay outside, or you give a ship repeat order attack targets in range, then the little ones come out too.

please adapt these commands, there are mods that do similar tasks and respond really well.
why can't vanilla do that? If these mods are "cheats" then just adjust these commands to sector owner and pilot 5 stars or something like that, then people would finally have a good reason to own sectors.
