Existential crisis questions/potential bug?

So ive been defending sectors for a while now. Slowly losing ships here and there.

But how do i make it stop.

Ive payed my 500million.

But boso ta keeps saying talk to him.
I do and he only says hello

and im still being attacked.

What was the 500 million for ?

Is there something im not doing that i should be ? Or is this a bug
