Any reason I can't place a dock in this general particular area of the PHQ? Can place on other sides but not here (img). Everything else is placeable in that area.

It should be placeable.
Could you try enabling "allow module overlap" in the settings of this menu (cog wheel in to upper right hand side) and see if you can place the module then?

Long time ago there was a post about the issue where you can't build the dock at precise location. I think the issue remains.

Enabling Overlapping should resolve the issue.

As of 7.00 beta 2, there are still two "dead zones" where dock modules are shown as invalid, even though nothing appears to be blocking the docking lanes.

It's only an issue for modules that have docking functionality (dock, pier, wharf, etc.) when their docking lane intersects with spaces "northwest" or "southwest" of the ring structure of the headquarters module. Enabling module overlap does not solve the issue.

I was finally able to get it to work by building the section separately then attaching the whole block.
