1.0 Strange settings greyed out in options menu

I have two settings that are greyed out in the options menu.

VSync = off
Shadows = normal

I am playing on a older graphics card with the latest drivers installed but I find it weird that these options are disabled. Is this intended behaviour or is this some sort of a bug?
