Can not upgrade my turrets on my Asgard.

I have ran into an issue with my game, unmodified, none of the asgards turrets show up to be modified. Is this going on for other people, or am i special? If so ill upload my save.

I have upgraded and in-game modded the turrets on my Asgard just fine in 6.20 vanilla. Are you at a TER/PIO Shipyard/Equipment Dock, and do you have the necessary rep/military equipment licence for that faction to change the turrets? (In-game modding must be at the shipyard.)
