X3: Hit F2, camera view starts at the rear of the ship, numpad keys to rotate around ship's centre axis, NUM5 returns to the original view at the rear. Intuitive, does exactly what you think it'd do.
X4: Hit F2 (twice?), camera view starts at a totally arbitrary position, use numpad keys to rotate on a bizarre axis, NUM5 returns to another totally arbitrary position. Shift+Mouse3 control is just as baffling. The cherry on top is the camera movement inertia.
Am I doing something wrong? This can't be the way it's intended.

You are doing nothing wrong, let me explain how the current implementation of the external camera works.
Pressing F2 once: "follow cam" mode - The camera is located in a position behind the ship, slightly elastic to the movement inputs of the player. The location of the camera can not be changed by the player.
Pressing F2 twice: The camera is now in a free gimbal mode. The player can rotate the camera freely around the ship. The camera is aligned to the World axis, not inheriting the ships rotation.
We are rewriting the external camera implementation which will be available in version 7.00.
It will behave like those two modes combined, "follow cam" mode but you can change the view of the camera as well.
The ship will be placed not as centrally any more and HUD elements will be shown as well, making it possible to play the game well in that view.
