how to talk with boso to?

I've started a playthrough on 7.0 beta with argon start where you need to go and reconnect kingdoms end. After that, there was a mission to deliver tofu to Boso Ta. I've arrived to the headquarters, but I can't dock ("docking is not possible") and can't communicate with the station. Other mission is to speak with Boso Ta, which I don't understand how to do either.

Sounds like you never did the mission to build a docking module on the PHQ.
