7.00 Beta 3 - Freedom Reach claimable by the factions?

The HOP just claimed Freedom Reach in my game. The problem is that they are in war with all other factions, so is likely that they are to end destroying the Ilja's Observation Outpost. Is this intended or is a bug?

Apparently Freedom's Reach is not a special system. So it behaves just like any other empty, claimable sector.

Then maybe the best is to make the Ilja's Observation Outpost a neutral station, like Tidebreak.
