There is no Bulletin Board System in X3: Terran Conflict.

Instead, missions are now offered via the new Mission Guidance System - these are the floating icons (lightbulb, etc.) that you see near some ships and stations. You can get more details by opening communications with the station/ship and then the person offering the mission.
