There are a few reasons this might happen:
- Your ship is too big for the station. Really large ships (TL, M1, M2, M7) can only dock at certain types of station (headquarters, military bases, equipment docks and shipyards).
- All of the station's docking slots are full (which includes slots allocated to incoming ships) - in which case, you'll just need to wait until a spot is free.
- Your notoriety with the race owning the station is too low. Note that you need a higher reputation to dock in Core sectors (rank 0 over 0%) than in Border sectors (rank -2 over 0%).
- The station itself is hostile to you (e.g. because you shot at it, or destroyed some associated ships) - you'll need to find a Notoriety Hack mission within range of the station.
