Flares are Consumables which act as countermeasures to certain types of missiles. NPC deploy them automatically to protect themselves, whereas the player has to deploy them by hand using the bound key (default: SHIFT+C).

Not so sure about these being automatically deployed. There's a keybind for deploying them.
