Upgrades can only be applied to the next tier at once and require a few production cycles to gather the optimisation information, where as the upgrades tier raise, the needed information also increases so it may take longer to unlock the ability to upgrade. The upgrades can be applied to stations even if they are part of a complex, allowing for high production complexes to remain compact.
