** I think these options can only point to NPCs with unknown skills so if the best-skilled NPC has already had it's skills shown, it may not be an option. If wishing to look for higher-skilled crew via Smalltalk without using craftable gifts, it's best to do so in on platforms with many of the desired crew type. If using craftable items, then it make sense to do so in zones where the sidebar shows many of the desired typesthere could be other NPCs available to hire within range that won't be highlighted if their skills are already known. It makes sense to use these options where there are a lot of NPCs of the type you are interested in (e.g. see sidebar for zone, or station dock menu to check platforms or station population).
