Plutarch Overwatch is really a military complex that is frowned upon by the government, and not well-liked by the population. With its extensive weapons system and turrets, Plutarch Overwatch appears to be the company's bridgehead in DeVries. Legislation is underway that seeks to prevent privately-owned operations installing defensive or offensive weapon systems of such a capability that it may potentially threaten governmental organisations and the military. Until such laws become effective, however, Plutarch Overwatch must be regarded a legal operation even though it is de-facto, through force of arms, currently immune to common jurisdiction.
