Achievements are unlocked based on statistics tracked in your game save files. They provide no bonuses/penalties to gameplay
So if an achievement requires 200 hours of play time, it will be tracked within that game's save file. If you play 150 hours in one playthrough, then start a new game and play another 150 hours, you will not unlock the achievement.
